What is the Central Motor Registry (CMR)?
The Central Motor Registry (CMR) is a centralized database that is owned, managed and monitored by the Nigerian Police force. It stores information about vehicles and their owners. It helps track vehicle ownership, registration, and other related details.
Interestingly, the Central Motor Registry has been in operation in Nigeria for over 60 years. However, its operations were primarily manual leading to errors and inefficiencies.
To combat the increasing incidents of vehicular crime, the Nigeria Police Force introduced the digitalized Central Motor Registry Information System (e-CMR) in April 2023. This system aims to streamline vehicle registration and ownership verification processes, offering a more efficient and convenient experience for car owners nationwide.
Prior to the digitalization, To obtain your CMR Certificate, you’ll need to visit the Central Motor Registry office with the necessary documentation, including proof of ownership and vehicle registration details. Once processed, you’ll receive your e-CMR Certificate. But now, thanks to the e-CMR portal launch, you can actually get certified right from the cozy confines of your home.
Importance of the e-CMR Certificate
If you’re a new car owner or unfamiliar with the CMR and its e-CMR Certificate, it’s essential to understand its significance.
The e-CMR Certificate serves as proof of vehicle ownership helping to prevent vehicle theft and fraud. In other words, the e-CMR Certificate serves as legal proof of ownership.
The new eCMR portal is also now the official channel to register for tint permit in Nigeria
Change of car ownership details and other related transactions are also facilitated through the eCMR portal.
If your car is ever stolen, the eCMR portal offers a simple way to report it. According to Olumuyiwa Adejobi, a spokesperson for the Nigerian police, once you report your stolen car on the eCMR portal, all Nigerian police formations nationwide will be immediately notified to be on the lookout for vehicles matching your description. This ensures that the culprits are swiftly apprehended and brought to justice.
How to obtain an e-CMR Certificate
It costs a non-refundable fee of ₦5,375.00. You will be required to provide the following information:
– Last Name

– Other Names
– Gender
– Email
– Phone
– State
– LGA
– Address
– Licence Number
– Chassis No
– Engine No
– Make of your car
– Model of your car
– Type
– Year
– Color
– Vehicle Usage
– Vehicle Source
– Licence State

Step 1:
Visit the official website at https://cmris.npf.gov.ng and click on the Get Started button
Step 2:
Fill in the appropriate details to create your profile. You will be required to firstly verify your identity. Verifying your identity starts with filling in your NIN to get an OTP sent to your phone. See Below the information you will be required to fill.
(a) Profile type – Select Personal for personal account or Organization, if you are signing up for your company
(b) Identification – You will required to input your NIN for Personal and TIN for Organization
(c) Click Verify
Input your NIN and click on verify, If NIN is verified, click Continue
Enter your NIN and click Verify. If your NIN is verified, click Continue. Enter a valid email address. The CMR portal will automatically display the phone number registered with your NIN. If the phone number is no longer in use, select No and enter an active phone number where a verification token will be sent. Input the Verification Token received on your phone and click Continue.
Input the Verification Token you got on your phone here and click continue.
You’ll be redirected to the motor vehicle information portal. Fill in your personal information and click Next to proceed. This will create your username and password. To proceed, login to your new account using your Username (Email or Phone Number) and Password.
Step 3
After logging in, follow these steps:
(i) Under CMR Request – Select a CMR Information
(ii) Under CMR Sub-Request – Select Motor Vehicle Information (New)
(iii) Under Select Number of Requests: (a) Single – for one motor vehicle (b) Fleet – for more than one motor vehicle application
Then, click Continue.
Step 4
Select the appropriate category for your vehicle type and fill the form with accurate information about your car and its ownership. Before submitting, review the information for accuracy. Then, click Proceed to view the invoice and make payment.
Confirm your details once again. Then, make the payment. The fee is 5,375. After making the payment, please allow up to 24 hours for your application to be processed and approved. Once approved, you will receive a notification via email or SMS containing your CMR certificate. This certificate is an essential document for vehicle registration and ownership verification.
Remember to keep your CMR certificate safe, as you may need it for future transactions related to your vehicle.
