What an IDP actually is
An international driver's permit is an official translation of your national licence into a standard, multi-language format.
It is recognised abroad under the United Nations road traffic conventions, which is why the same little booklet works across so many countries.
It does not give you new driving rights. It presents the rights you already hold in a way foreign authorities accept.
Think of it as a passport for your driving licence.
When you need one
The short answer: most times you plan to drive abroad.
Car-hire firms in particular will ask for it, and a foreign officer may want it at a stop.
Rules vary by country, so check your destination, but for the bulk of international travel an IDP is the expected document.
The IDP is cheap insurance. The day a rental desk asks for it is the wrong day to find out you needed one.

This is the part people miss. An IDP is built on your home licence, not instead of it.
You must already hold a valid Nigerian driver's licence to be issued one, because the IDP only translates what that licence grants.

Carry both when you travel, alongside the rest of your vehicle papers. The IDP is only valid shown alongside the licence it translates.
How to apply, and how long it lasts
The application is light.
You apply through the recognised issuing channel in Nigeria, issued under the authority of the FRSC, with your valid licence, a passport photograph and your details, through our international driver's permit service, and pay the fee.
The permit is typically valid for one year, and never beyond the expiry of the local licence behind it.
If your Nigerian licence runs out sooner, the IDP runs out with it, so line up the dates before you travel.
